[Western Illinois University] School officials announced late last week that they closed a breach in computer security on June 5 and additional security measures were adopted. While university officials do not believe any records were copied from the system, data from anywhere between 200,000 and 240,000 students and alumni may have been compromised, Assistant Vice President John Maguire said. Letters will start being mailed on Monday to those whose information could have been viewed so that they can be diligent with their credit reports.

In the article it says a "hacker." I assume that means that the person was external to WIU?
If officials don't know if the files were accessed or copied, then they don't have adequate network monitoring software. If they did, they'd at least be able to see how much data passed through and for how long.
Hey it is a good way for the aluni office to get current addresses.
