Yeah, the image shows the east steps down to Main Street.
Interestingly, I picked up a tabloid-size newspaper from the steps before taking the picture, and it turned out to be Indianapolis's version of the GO! section. While its neat that they're visiting, I don't think people need to come all the way from Indiana just to litter.
